Opportunity Scholars are shaping Washington’s future

Washington’s economy depends on access to a pipeline of talent, ready to step into high-demand jobs across every region of our state. The Washington State Opportunity Scholarship (WSOS) was created to make that possible by removing financial barriers for  Washington students to access education and connect to careers that keep our communities strong. 

Today, we are proud to share our 2025 Legislative Report, which offers the most comprehensive look yet at the impact of WSOS and the outcomes of the students we serve. This year’s report includes expanded analysis from the Education Research and Data Center (ERDC) and new insights from our 2025 alumni survey.

Why WSOS matters 

Every year, thousands of Washington students begin college or technical training with enormous talent but significant financial barriers. WSOS helps close that gap by providing scholarships aligned to Washington’s most urgent workforce needs in health care, STEM, the trades, and other high-demand sectors. 

When students have the resources they need, they stay enrolled, complete their credentials, and go on to strengthen their communities and local economies. 

What the data shows

This year’s report highlights encouraging signs of progress: 

The outcomes also reveal where challenges persist. Affordability pressures have increased for some Scholars, and gaps by race, geography, and income reflect the broader inequities in Washington’s higher education and workforce systems. These insights give us a clearer picture of how WSOS can evolve to better support the students who face the steepest barriers. 

What this means for Washington 

When students succeed, Washington succeeds. The results in this report show that WSOS is strengthening local talent pipelines, improving economic mobility, and helping employers connect with qualified graduates in every county. 

But the findings also underscore a deeper truth: closing our state’s workforce gaps will require ongoing collaboration. Scholarship dollars alone cannot erase long-standing affordability and opportunity barriers. Continued partnership between policymakers, colleges, employers, and community organizations is essential.
